States play an important role in HIV, substance abuse, and mental health services, and have an opportunity to create flexible public health systems to serve persons with dual and triple diagnoses. This executive summary describes the comparison of three surveys completed separately by state AIDS directors, state substance abuse directors, and state mental health directors regarding state activity to coordinate across the three programs.

Issues of client access to programming call attention to social and economic barriers such as housing, food, violence, chemical dependency and transportation. One approach to increasing client participation in HIV prevention interventions involves the use of incentives. This report describes the practice of incentive use to increase participation in HIV prevention programming.
